Can I wear black tight with a navy skirt?

I live in an area where it does not get cold often, so I usually don't have to wear tights. Every now and then though, there is a cold snap. Unfortunately, the only color tights that I have are white or black. I have a question. I have two skirts that are predominately navy. I have been seeing some girls wear black tights under navy. I didn't think you were supposed to do that. Am I mistaken? Can I wear black tights under a navy skirt. This would keep from having to buy more tights right now if I can. Thanks.
