What does it mean when a guy puts his arm around your waist?

Ok so I went to a county fair and this boy from my school was there. Me and him walked around together and after a while he put his arm around my waist ad pulled me in closer to him. I didn't know what to do because its never happened to me before and of corse I acted stupid and said "uhhhhhhh" and move away from him a little. He stepped back and said " I'm just kidding ". So what does all this mean? I like him ALOT!!! What do I do? Can anybody give me some advise?

It means you dun goofed up, and deserve a sloooowclap.

Seriously though, you did mess up a little. Not as in irrepairably bad, but as in need to talk to him to get it straight. Chances are he was "testing the water" so to speak, to find out if you were interrestd in him. With your reaction he proably took it as a negative, and went for an excuse to cover it all up (and probably give up unless you act quick).
What you should do is as soon as possible (means just about next time you get a chance to be with him really. If it's not within 3 days, call or text him). Your goal will be to explain what happened from your side, that he took your by surprise and you kinda paniced. (if you're lucky, he might ask something or do something to figure if you are into him) Ten tell him you are really into him, and make it apparent you like him.
So yeah, that's about it. Talk with him about it. Just be aware that if you are frank and flat out ask him if he's into you, he might think you're accusing him of something, and he therefore decides to lie. Just a warning, so don't be too frank when bringing up the subject.

His in my math class thats the only time i would get to talk to him and lunch also sould I just flat ask him out or talk a little or what?

I'd say you shouldn't bring it up right away. Try to ease your way to the topic, if you can. Get him in a good mood beforehand.
I can't help you out what to say though, but as long as you make it apparent you enjoyed it, it shouldn't really be too much of a problem. And if you tell him the whole story (why you reacted as you did) i'm sure he'll understand.
