I think it's the same thing, because if you catch someone looking, why were you looking there in the first place, right? Right. You catching my drift here?
You can't really tell, there isn't much of a difference. But if the person quickly looks away, then they were probably staring at you. But if they hold their gaze they're probably just 'thinking in your direction'
My opinion is that if you or the girl notice the other looking at you and the girl doesn't look away, then she isn't interested. I say this because it's common body language for a girl to look down when she shy or nervous being around you because she's attracted to you.

Doesn't mean I'd turn a guy down if I didn't find him hot though. I've dated a 50 year old who most people would say is kind of not very attractive, but I loved who he was.

It depends how long it takes one you to look away. The longer the eye contact is held, the more comfortable you are with eachother
