I feel confused about why he keeps me waiting.

Ok so there is this guy that I have known for quite a while. Like 2 years and he has always had a girlfriend. But there are times when he doesn't have a girlfriend and we talk. But here recently he is still with this girl. They have been going out for about a year and 6 months. But he always talks to me and calls me his baby and stuff like that. He tells me that he wants to be with me but he wants to hang out with me before he breaks up with his girlfriend. So I feel bad because I'm going to be the reason why they break up and I feel confused about why he keeps me waiting, because I am definitely not the kind of girl that will wait around forever.. I just don't know what to do.. Please give me some advice! :) thanks.
