My crush is moving too slow. Should I just make the first move?

So my crush is taking it super slow, we haven't even gotten each other's numbers yet! We work next to each other and I've been wanting to act on it but since he hasn't done anything I feel weird. I know for sure he likes me. We flirt non-stop when we see each other and he tells me how attractive I am, that I'm amazing, etc. If I don't have time to talk to him, he'll go out of his way to talk to me. He's a sweetheart but he seems a little shy. Should I just make the first move or is that a bad idea? I don't want to seem desperate or too forward. If I do it, what should I say?
