I honestly have done & said this to a couple guys. I thought they were cute & probably would've kissed them, but i wouldn't go out with them when they asked. Then i felt really bad for leading them on. She either feels like i did, or she's just too shy to admit her feelings for you. It's hard to say, so i would take a chance & ask her out, or tell her how you feel. As long as you're not awkward, she'll still want to hang out with you.

Honestly as a woman, if I'm telling a guy stuff like, "I feel so great around you" or "You're one of my best friends", I might like him in a romantic way. But once I get into that "You're like a brother" to me territory, I probably see him as just that, and am trying to hint it to him in a nice way because I already suspect that he likes me.
She probably thinks of you as only a friend. or like @veeronicaaa said, she might be too shy to admit her feelings. But since she did say the brother thing, I'd she doesn't feel the same way about you.
I'd assume being a "brother" means there wouldn't be a relationship possibility since you're like a "brother." You say she touches and teases though so it makes me wonder if she's using you for attention and knows you like her. If that's the case it sounds like manipulation and game-playing.
This usually means that your pretty much fucked bro lol! but you can still be friends with her. I'd say you need to find a new romantic interest though, which you will. Just be yourself and do things that you like to do and she will eventually come along.

Brother we have same story.. She flirts , she tells her best friend as she likes me but she won't date me ( told 5 months before to one of our mutual female bestfriend ) and 1 month ago she told told the replied the same person.. "i am like her brother".. but still she continues to flrt.. am the only boy who she spends most of times with ! literally very depressing bro.. but i manage myself telling myself that " level up yourself" such that when in future they get to know that u loved them backed then.. they will feel guilty... Control your emotions and Do the hardest work you can from which you can earn a lot of $$$$ and make them jealous... and yes !! find another girl.. it will be hard but still... make a step first
