Should I ask this guy from my class to hang out outside of class?

So there's this guy from my class, and we're new friends, since this semester started. The more I talk to him, the more I want to get to know him outside of class, but the thing is, is that I cannot, for the life of me, figure out if he's just being friendly or flirting.
I also don't know what I'd say or how to casually hang out with him outside of class.
He always makes jokes and checks to see if I'm laughing and it's cute, but we haven't really progressed our friendship or whatever. He's so nice too and acknowledges me all the time, which is awesome but also discouraging cause I have been conditioned to think that guys that are mean to me are attracted to me.
Should I ask him to hang out sometime?
