What's it mean when you let a guy know you're interested in him and he says that? Yet we still ended up sexting anyway haha. I asked him why he thought that and he said it was because he's a perv. Did he think he didn't have a chance with me in the first place or something?

Yes he probably thinks that he isn't good enough for you when it comes to a relationship, I have known a girl that likes to tease and flirt but then got mad because the guy she was doing with kept acting like a perv towards her even though they were dating. If you really like him, prove him wrong, ask him out if you have to and say let's go out on a serious date and we will both know.
