If she liked you then it is unlikely she would have forgotten your birthday assuming she knew when your birthday was in the first place. If she does have any feelings for you then she will need to make the next move. In the meantime I would just give up and move on to a new girl.

Maybe she didn't wish you happy birthday because she likes you and is too shy to say it, for instance, my crush's birthday just passed and I was too chicken to say anything to him hahah but I kinda regret it now.. :/
