Is light hitting flirting?

See I like this guy and when I want to talk to him or ask him a question I hit him on the arm but not hard and when he answers me he hits me back, so is he flirting with me or not

He is getting the understanding that you are okay with physical displays such as "hitting".

Stop hitting him now unless you want to see the full force of a punch. Playing around like that could risk your safety if he "snaps" due to a stressful day. He will know your okay with playfully doing so, and under-judge his strength when hitting you.
