Let's put it this way: no girl is going to touch/hold the hand of a guy she doesn't like! If you were initiating there would be the possibility that she was just being nice, but it sounds like she likes you. If she doesn't have a boyfriend then go for it if you want. If she does you should tell her that you feel uncomfortable doing that given the circumstances.
