We go to college. We are friends.. Or like semi friends who secretly have the hots for each other but are both too shy and inexperienced to make a move on the other. We've only hung out 3 times in person. But just now we matched on tinder (I think he just got it because I had never seen him before on there), and I finally feel like it's a revealing that we both like each other in that way... I think I may have to make the first move and message him... What do I say? I want it to be funny & flirty. My ideas were like wow, we matched.. Imagine that.. ;) or just a simple message of like well heyy there or some thing I don't know.

If you got the hots for each other, and he is shy, i dont see why you shouldent make the first move. We no longer live so much in the Macho day and age where guy has to do everything.
If your both shy and/or introverted, how about you start of with a "Halloo :) matched on tinder, small world huh xP You free on x/When are you free? wanna go have coffee/starbucks?"

Id recommend a date around the afternoon, where its mostly just the two of you and you can talk for a bit, reason to aim for the afternoon around 7-9 is that way you can transition it into a "Hey wanna come over to my place for some movie/tv/series/x-whatever" and then escalate to sex and seal the deal for good.

Dont waste time. If he TRULLY likes you, sleeping with him will move on past any ice between the two of you so you can start something meaningful. If he dosent give you attention after that, then no matter how many dates you would have gone on he wasent interested in you beyond a one night stand.

Its a win-win for you to sleep with him Asap. If he ain't interested for more than one night, you'll have gotten your hots for him out of the way and you won't have to waste anymore time thinking on him since it wouldent have gone anywhere. If he does say hed like to see you again and gives you more attention then you got something to work with.

Dont bother with texting to much. Get him in person, and talk in person. Go straight for a date where the two of you can be in person. Also dont chat to much between the scheduling and the actual date, leave the talking for in person. The only msjs you should be sending each other after that is "Hey we still on for x-date"? or "Im on my way to x, see you there?"

I got no idea the type of guy he is, so i can't give you a certain answer as to what the best approach would be. If he hasent made any move he is either timid, inexperienced, not interested, or already with someone else.

Yes, talk to him. Ask him out. Get straight to the point, dont talk to much via chat. Arrange a simple, easy date that is cheap and logistically close for you both where the two of you can talk (preferably NOT movies). Make sure you know what you intend and want with him.

If he's anything like the guys I know, he just swipes every girl in the thing regardless of looks hoping that at least one of the ones he matches messages him, or he just spams the inbox of every girl he matches. This probably doesn't mean anything. Some guys I know match with dozens of girls every day, tinder is a terrible dating website because of this, this literally probably means nothing.
