Guys... do you use sexual innuendo and make suggestive jokes with girls you aren't interested in?

This guy I know has seems like he's into me for a while. He compliments me, seems flirty, etc. We don't hang out, but we are in situations where we are alone periodically. He's recently started to take things to a new level... making fairly sexual jokes but then he pulls away, never makes a move. I don't know if he is interested in me or not. Do guys talk like this to girls they aren't interested in sexually?
