Best way? Besides breaking the ice and starting a conversation yourself (which would be the best way honestly)?

I'd say strong eye contact and a knowing smile is a pretty clear indicator that you are interested in someone. Especially when you have a glint in your eye and look away with a slight blush. That tells a guy that he must be running through your mind. He will either approach you or he will be thinking about you regardless if he is attracted or not. If he is attracted and doesn't approach, well then chances are, he is shy and is probably going to be kicking himself in the ass later for not having the guts to introduce himself. If you see his reaction is positive, such a smile back or constantly looking at you but not approaching, you could try to put yourself in a position to make it easier for him; standing or sitting closer by, separate yourself from your friends, or if you see him a lot, you could start the rumor that you like him or talk to his friends and tell them that you like him. That is of course if you want him to introduce himself first rather than doing it yourself.

If you are talking about attention from a boyfriend, then just dressing a little bit more sexy will do it. Show off some more skin. If he is a hard case who doesn't respond to subtlety, you could whisper something in his ear or flirt. If you really want to be overt, then offer him a favor (if you catch my drift).

If you are talking about general attention from all guys, lift heavy and cut some body fat. Most women, especially teenage girls and young women, rarely see the value in lifting weights (especially barbells). But there is nothing better to develop curves; a bigger booty, tighter waist, visible abs, thicker thighs. Of course typical hygiene and style recommendations help, such as teeth whitening, acne cleansing, new haircut, flattering outfit, manicure... you know, the typical suggestions that work for both men and women.
