Contrary to popular belief, it's hardly ever meant to be a pick up line so I don't understand why most women immediately assume it is. You should take it quite literally unless he's trying to undress you while he says it in which case it's still an idiot stuck in the 90s using it as a line and I don't know what the correct response would be for that I'm afraid.

Just means he considers you a familiar face. It could be used as some casual flirting also, just wanting to say "you look like someone I recognize and that I find attractive" because men can usually remember a pretty face, you know?
