It depends fully upon the guy. It appears a lot of guys would feel emasculated by such a thing while others do not. I, for one, am the latter. My female friends whom I have no sexual interest in hug me all the time and I reciprocate back. I am unable to see any issue with it at all, be it in the way I am perceived by other women, whose opinions I would care about more, seeing as I'm yet to be hindered in that department or by other men.

A suggestive cuddle is usually delivered from a prior indicator of sexual interest. If that is absent, then I'm sure it's obvious the hug is harmless and more a friendly gesture.

No I wouldn't. I have to be a little attracted to someone before I'd cuddle with them. I would never get drunk. Cuddling drunk is never going to happen.
