I am not married yet, so I can't really say. But sometimes people are bad at gauging when a guy is just trying to be polite, friendly, and charming and lays on the compliments. And they mistake it for flirting. But then again a lot of married guys probably do straight up flirt. And for them I would just imagine it is because they think it's fun, yet harmless. It's not going to really go anywhere or lead to anything (at least we can hope it doesn't)

The hope of getting sex, or maybe he just finds her attractive and interesting. Whether or not either of those things would result in him leaving his partner is another thing entirely. Usually it doesn't result in that. You get strung along for a while and when you finally want more commitment it's game over.

If it's at work, and you're saying 3 years with no moving forward, he is just manipulating you, messing with your head to get you to work more and better, and cut him more slack. And, he is getting to you!

I don't know the details but it's often not flirting. It's just him being friendly and because he knows he's married and knows he's taken and knows where his loyalty is he can be more confident. But if he is actually flirting then this is maybe just because he misses it and it's not the same possibly with your wife.
