I think it's stuff like touching 'accidentally' way more than necessary, not moving away when you get too close, initiating contact, not talking sbout other crushes but talking about what type of relationship they want.

I have classes with her, but I sit far from her, so i flirt when i talk to her, and sometimes she flirts back but she's never made a move so I don't know...

Based on my experience it's one of 2 things.
1. She likes you, but just as a friend
2. She likes you, but she thinks it's just banter, she's not thought of you as more than a friend yet.

The good news is she's flirts back, so there is something we can work with. What sort of thing s do you talk about when flirting with each other so I can confirm its flirting and not just friendly chat?

I recently told her I wouldn't mind if we were to netflix and chill. She replied by saying "I'm more of a clothes off type of girl, so itd be even better if you were there." But other than that she doesn't stare at me or anything.
