Is he flirting or just being friendly?

I am dating a twin and love him very much. But his twin brother seems to be flirting with me. He is married. I stayed with he and his wife for a bit before my boyfriend joined me. During this time, he asked me what kind of music I liked and we had good conversation to get to know one another better which I thought he was being friendly. But he started saying and doing things that make me think he is interested in more. He likes playing tennis so I was asking him about that and at the end, he said you should come watch me play sometime. He didn’t say you and my wife should come watch me. Just me. Then another time, he and his wife and I were walking, there was a shirtless guy running and he was like "don't look! Don't look! I'm going to tell my brother!." And I said, "Your brother and I can appreciate someone's physique." And he goes, “I don’t even look! I don’t even look.” And I said, “Good for you.” And then one night we were all watching tv, and I felt eyes on me. I glanced over and he said, “I saw you glance over here!” I said, “well you were looking!” And he said, “well may I look?” Also my boyfriend has caught his brother checking me out. He also said he wished his girlfriend at the time was more like me. Then, yesterday, I was selling stuff at a yard sale with he and his wife, he and I were talking. I started telling him how a male friend owes me a shot because he gave me a fake shot that was water before I moved away. Then he goes, “no no no. You can’t talk to guy friends. Not at all.” And I said, “I’m talking to you.” And he responded with, “yeah but I’m your brother.” Kinda hesitant. So i guess he just likes me as a sister? I don't know. It was weird. Was he jealous? This is the second time he was telling me not to look at a guy or talk to a guy. He does find small ways to touch me here and there and tease me. I just need some insight because it is messing with my head a bit. Thank you!
