I think all humans, excepted for people who are slow or autistic or anything else, can tell if someone is flirting by gazing. If someone is looking at you for more than 2 seconds ( and they know you can see them staring) they are most probably flirting. Almost guaranteed if they are smiling or looking flirty/ mischevious.
This is the best coy way of flirting and something I do- you can let the person know you like them and if worst comes to worst, ( they call you out on it and aren't happy) , you can just make up an excuse.
Prolonged is def more than casual. I’ve had prolonged eye contact where I felt like he was undressing me with his eyes. Not casual!

If I ever look somebody in the eye is because I wanna see if they have the spirit to do the same or I'm dealing with a weaker person. Amazingly enough, most weak people are in roles of responsability. Curious, eh?
I felt like adding this, but if it only happens once in awhile though it might not even be flirting. I personally do this at random without even recognizing it sometimes. for me it became a nonverbal confidence test🤷♂️
