I think all humans, excepted for people who are slow or autistic or anything else, can tell if someone is flirting by gazing. If someone is looking at you for more than 2 seconds ( and they know you can see them staring) they are most probably flirting. Almost guaranteed if they are smiling or looking flirty/ mischevious.

This is the best coy way of flirting and something I do- you can let the person know you like them and if worst comes to worst, ( they call you out on it and aren't happy) , you can just make up an excuse.

What happens if I look away down to my phone? It happened to me recently. Instead of looking behind me like I normally do, thinking she was gazing behind me, and not at me as in literally at me, I only looked into her eyes from a distance for about the time you mentioned maybe 3 seconds maybe 4 and then I felt I should break it off and look down at my phone. Smooth. Real smooth me. I told myself. but i was actually feeling uncomfortable believe it or not.
