Do guys still send a kissing emoji or hearts to a girl in a platonic way and not be flirting?

Depends on the length and depth of the relationship.
There are a couple girls in my life that I see more as sisters than friends. So when I use those in that case it's not flirting. We do openly say I love you as well though so keep that in mind.
If it's not a long or deep relationship I'd say it's flirting.
Easy comparison if possible is see what his texting looks like with guys or girls you know he isn't in to.

I would never send a kiss or heart to a platonic friend or colleague.

A female colleague did send me a 😗 a few months ago, which was weird, but she is probably just quirky.
