The only way to know is to try it out, although if you are going to try to flirt by using touch please make sure it's comfortable with her because she might not like getting touched. If she doesn't like it I am sure she will address it or start acting differently around you. Do you feel a romantic connection with her? Do you see signs that she may be interested in you as well? I would try to sit closer to her and see what she does or talk to her more and try to get her to laugh. Ask her to hang out more on a one to one basis. Maybe ask her if she likes someone or if she finds anyone attractive?
