I think it might help if you just practice on people around you, including people you aren't attracted towards. If you're on the passive side, you might just start by asking people around you how their day is going. It's not always true but I often think people's ability to make friends (and make friends of your own choosing, not friends who choose you) is at least somewhat proportional to their ability to get dates.

I don't really think it's about "saying" things if you are curious about someone you are just curious and it shows, just ask about and talk about things you like. If they don't like it maybe they'll let you know, it doesn't necessarily need to be framed as "I'm curious and I'm going to ask you questions now"
