Are men sometimes arrogant towards a girl they like?

So I know this is a weird one. I'll explain further...

So I've known this guy since I was 5 and he was 9. We're next door neighbours. We always stared at each other when we saw one other as children but hardly ever spoke, until one time when he had a friend over and they made weird sounds and then whistling from their garden to get our attention. We started talking, at first he was very sarcastic but I asked him out of no where if he wanted to be my friend and he said yes and everyone started to be a nice to each other.
We never spoke after that lol, maybe one sentence when my pet ran into their garden but that was it.

Now his mum doesn't like me. I won't waste time explaining how I know but just trust me on this, I know. She's quite two faced.

Now at 17, that was sort of the first time I saw him in a while and I've asked about that scenario a few times on gag and everyone has said he was for sure checking me out. Till this day he would still watch me a little more than others if I was around outside the house.
He often listens in on our conversations if he's outside in his garden, he would be doing his own thing on his own but definitely listening to us talking. He would also often look at my bedroom window, not up close just glance at it often from his yard. They know it would be my bedroom, thin walls.

The thing is, he's quite arrogant sometimes. He is friendly, he is quite popular in our street, but I remember when he was drunk one time and he made a comment that was quite ignorant towards people of my culture. He said it quite loud too like he wanted us to hear it. It wasn't a racist comment though, let's just clear that out. Another time at 16 he was listening to one of my conversations talking to my cousin and speaking to someone else and responding basically poking fun at me.

What do you think? I personally believe there could be a chance that he likes me. Why does he act arrogant though?
