The 18 year old is a student in high school. She likes him as well. He is a 27 year old staff worker at the school she is attending. He flirts with her. Grabbing her hand and other stuff nothing leading to sex though. What do you think about this?

No matter what the law says, someone at 18 is still a child and not fully developed mentally.

18-21 is a weird stage where you are legally an adult but not yet at your full mental capacity. Some parts of the brain develop up to age 25, but at least by 21 enough of the brain has formed to shape the core of your identity.

A 27-year old is no longer a young adult but a full grown adult at a completely different stage of life. They will have enough life experience to be able to cope with most problems while an 18-year old does not, no matter their past.

It is not the number of years that bothers me as much as the stages of life at those particular ages.

I say, if this 18yr old really likes him that much, she should wait until she graduates high school to pursue anything. If she's 18, then she should be graduating soon anyway. But doin anything now, can create problems. It's not professional or ethical for a staff member to be flirting or getting into a relationship with a student. It's highly inappropriate. If caught, they can lose their job. So proceed at your own risk.
