Depends. I'm sure a lot of women have different versions of catcalling. Like, for woman 1, the statement "oh you got dressed up for me", which is a joke can be termed as being bullied. And for woman 2, she won't be fazed even if she caught a waiter ogling her cleavage, while she's on a date. Woman 2 may not necessarily be attention seeker or something, she might just be confident in a "I'm hot, it's okay to look".

If you want me to answer for majority, yes, it's very uncomfortable when someone catcalls us.
