Happened to me before. The woman would blush and get shy when I approach her to talk about stuff.

No, as long as she doesn't act on it. If she acts on it then she is putting the company at risk.

An exception might be if she knows the other person is interested and wants to move forward. I'm not one of those people who are against relationships at work. But with a boss, they need to be very careful.
