Is my boss flirting with me?

He tends to be flirty and charming, me 29F him 45 M… today in our 1 on 1 meeting he said I look nice, and that he likes my hair, he said he liked it down, and I said you’ve seen it down! He said I usually always have an up-do that looks very professional…. Not the first time he complimented me. He’s also told me I always look good a few months ago
