Why does HR only converse with me when we’re alone?

If the HR flirting with you, she is the one that is risking her job as you can always go to some other authority in the company and tell them about her inappropriate behavior. If that happens, she will be in huge trouble as she is the one who is responsible for Human Resources and is supposed to be the one who has a grasp on such things.

So she might have a really good relationship with you, be a forgetful reader as companies usually have a clause against sexual harassment that terrifies most people out of flirting, or: she really finds you hot and doesn't care in the moment about consequences.

If you find her risking her job for her to flirt with you attractive, show her you accept such behavior and find it acceptable. If not, let her know that you are not comfortable with this and ask her to please stop (the more logical route if you really want to keep your job).

OK, well smiling isn't always exactly a sign of flirting- my HR also smiled a lot. Even if there is a possibility of her liking you, definitely shouldn't respond with to her "flirting" then. Just keep on going normal.
