Depends on if it's a man touching a woman or vice versa. I haven't been physically flirted with so I can't speak on that but in regards to a man doing so towards a woman I can tell you that these are things to look for and/or do:

Lightly touching bare skin and sort of lingering is a sign a guy likes a girl. This is usually done on the arms or knee and maybe on a shoulder, cheek or lips.

For touching a woman's arm, the higher up the arm the more intimate the touch is considered. Hands are the least and shoulders are the most. This has some to do with how adjacent that part of her arm is in relation to her breasts. The legs are the same way (the higher up the more intimate) with thighs being a borderline sexual touch, given the proximity to her reproductive system. For the back it's the reverse. Shoulders are tied to being somewhat flirty (see arms above) but not to the extreme. However, the further you move your hands down a woman's back, the closer to reproductive system and butt you get. This is why touching a woman on the small of her back is a clear sign of attraction.

Thighs and Small of the Back touching should be left to when you are absolutely positive a woman is interested.
