Should I tell a girl I have a crush on her even of she doesn't like me right now?

First sem in university I developed a crush for one of the girls in the group of students I regularly hang out with, she doesn't seem to be interested in me and always mentions pasts loves and boys she likes with everyone, even her sexual desires and experiences. Regardless I came to like her, and I think I want to say to her that i would like to know her better and do stuff alone, go on dates etc. We aren't that close, but we are friendly, she is comfortable touching my head playfully but isn't saying hi or goodbye while hugging or showing other kinds of affection. We don't interact frequently, and she never showed interest in keeping the conversation going or other stuff. But on the other hand she is fine sometimes touching my arm while talking or explaining me stuff. She doesn't know I like her, and I feel like i want to throw the ball in her court before she finally hooks up with another boy, is it a stupid choice?

Yes but what I care about is not preventing regret but understanding if it would be beneficial, if it could change how she view me.

I would recommend you keep your cards close to your vest and let her do that first unless there are five flashing signs in front of you that show she likes you.
