Yes it is and it is one we can get away with. This one does not freak the girl out and gives her a chance to respond independently. I have had plenty of women lean into me it my chest.

I don't know about him rubbing his chest as a flirting sign but him putting his arm behind your chair but not actually touching you is not considered as flirting.
