Is it polite to compliment someone on their weight loss?

I wouldn't specify it is weight loss you are complimenting them on exactly, but just saying someone looks great is enough. They'll know where you're coming from.

What you don't want to do is say, "hey you look great, did you lose a bunch of weight?" Makes it seem like you are now only paying attention to them bc they lost the weight.

Not sure, I think he was covering up the fact he didn't actually look into her eyes and it was just a line. I bet if she turned her head and asked him what her eye color was, he would have no clue.

If they're open about actively trying to lose weight then absolutely it's great to compliment someone on their weight loss. If they're not actively telling people they're trying to lose weight then I would probably say no. Instead you should tell them that they're looking really great recently. Say something about how their skin is glowing or they look happier or whatever and ask if they've been doing anything different. THEN if they say something about dieting or working out say something along the lines of "wow I thought you looked different, congratulations you're doing a great job!"
