It is never okay to be flirtatious.
Yes about a guy being nice or flirting, the intention is important here. A guy being nice means he will never have any ulterior motives behind it, meaning it is not that he wants to achieve something by being nice and friendly.
On the other hand flirting is done with an intention of inducing interest in the other person (opposite gender). Inducing sexual interest, physical interest etc.
Sometimes it is not very easy to see the signs between the two because there are quite a similarities as far as indications are concerned.
