Well, unless you are a mindreader how would you know what that person thinks?
Sometimes I look at a direction and I think deeply about something like I read before or a memory, and I realize I might seem like staring someone but I don't even realize it. I think in this case body language is the key. I'd say it's a coincidence most of the time though.
