No, flirting can be fun, and perfectly okay if there's no intent to go further.

My SO, a former server, loved to flirt with guys at the restaurant... it usually got her bigger tips. Neither if us views that as cheating. No harm, no foul.

Nah some people are naturally flirty so they aren't doing it on purpose. If someone is going out of there way to flirt then that is a bit sus.

It just depends on the intention of the flirting. Some of it's just good fun, and some of it is making an attempt to develop some sort of relationship that goes beyond friendship.
