Why can’t He flirt with me but with others if he likes me more?

His friend told me that he really likes me and tried to ship us once. He can’t find the courage to approach me but flirts with other girls easily and goes on vacation with female friends. Why?

I don’t know what to do. He keeps glancing at me but posts pictures of him and another girl on vacation so I think she might be his girlfriend. I recently saw him, her and his best friend in my neighborhood and from the body language he displayed I would have never thought that there was something going on. In fact I was almost convinced she was his friends girlfriend
