There's this guy who cycles down my street, how should I approach him?

Its been a few weeks since he started, and its not even like he just passes by the street and goes off. He takes many rounds through my street, I mean there are MANYY other streets close by he cud go through each one of them why return to the same street again.
We do have eye contacts whenever we see each other, yesterday I was watching him through my balcony and we held the eye contact for 4-5secs (my H. S). Approaching him directly is out of question, how should I give him a note so that I don't appear as a creep
