Lol well I don’t know him very much. He did seemed to noticed me and my pretty eyes… I’ve always thought he’s very interesting and we could be very similar… maybe I just didn’t get to respond to him as much due to my circumstances…. And now I’m finally responding… I feel like I probably missed my timing since he’s not very responsive to me. What do you think I should do?

People tend to overcomplicate reaching out to someone or it makes them too nervous. It's very simple. Be blunt and classy. Something along the lines of
"Hey I wanted to reach out because I felt there might have been something between us in the past and it was just bad timing, but right now my circumstances have changed and I would be open to trying things out with you if you're open to it. Let me know when you can 😊"

Guys really appreciate bluntness and if the dude's cool, he'll respond either saying something along the lines of "Sorry. I really appreciate you reaching out, but my circumstances are that I'm taken at the moment, so I'll have to say no." Or he'll accept and try things out with you. And in worst scenario he's just an immature shit that says something like "Wtf" Either way you don't lose anything in each scenario. Either he says yes, no, or you dodged a bullet

I've never attempted to rekindle the interest of someone with whom I've missed the window of their attraction towards me. I might express interest, but if there interest is no longer there on their part, I assume the window has passed and move on
