I'd say he for sure likes you if he's only acting that way with you and not other people. Doctors can be pretty confident dudes, so he must really want to get your attention. You should definitely flirt back and see where it goes! Next time you catch him looking at you, give him a little wink or smile yourself. Maybe find an excuse to chat with him alone.
