I would not go up to a stranger in the street and strike up conversation with them EVER. Not under any circumstances. Who even does that, besides clipboard-pushers, who are universally hated?

Unless I have to, I am not going to talk to anyone I am not impressed by. Then walking upto someone on the street is a bit too much and she likely had about 10 other guys try the same just before you do.

They seem to think that by saying "don't approach us how dare you ugly cretin even think we would give you the time of day etc" we are suddenly going to go "oooh she is attractive see that is my bad" have only ever seen very loud, obnoxious, toxic women pull this stuff it is never the genuinely decent women. They seem to want to flaunt their walking physical manifestation of a red flag so everyone knows to not date them

I would do it unless I was really unimpressed. But I'd want to get to know a girl even if at first I'm not very impressed, because sometimes I get a lot more impressed with someone when I get to know her better.
