My male and female friends keep telling me I look very good and a few women complimented my style but I never experience any form of chivalry or preferential treatment many semi attractive or average women claim to get due to their looks. If anything it’s just random strangers on the street hitting on me or asking for my Instagram. But men I work with or went to college with always make a berth around me and never banter or flirt with me as they do with other women. Why could that be?

Personality perhaps? I don't know. I don't know you. I do know attractive women I won't flirt with because they a) have nothing else to offer, b) have a shite attitude or c) have given no indication that they'd be receptive to it.
Honestly for me, much less "C" because I flirt with everyone and I hold doors and elevators for whoever is behind me, male or female, but I have several male friends who have indicated C is a consideration for them.
I'm also not completely convinced (largely on account of my not knowing you) that your version of a semiattractive woman and a man's version of a semiattrative woman are the same thing. What are you basing this stratification upon? Simply the idealized standards on the cover of Vogue? Most men don't care about that. The Maybellene model I briefly dated got my attention not because of her beautiful lips (though truly they were) but her ability to hold a conversation with a stranger at a wine bar about theoretical physics and do so with a great sense of humor, telling me about the great dinner she cooked the night before... weekend before... forgot that detail... whatever. Maybe that'll help us get to the root of the matter.
I think I can tell which women look ordinary to me since I, as everyone else, have come across many people in my life so I know when someone stands out from the majority of people I’ve seen and I don’t think the people I see are much different to the people you see
And how do you know that someone has nothing else to offer despite looks if you hardly ever talk to her? Sounds pretty arrogant to me
Yes, you can tell which women look ordinary to YOU, that doesn't mean they look ordinary to men, or even that ordinary is a bad thing. "Hardly ever" is not never. Some people make it real clear to me real quickly that I've no interest in flirting with them. I'm also considering that everyone you're talking about is some stranger on the street in a vacuum who knows nothing of you, but some of those people exist in your extended circle, such as coworkers or the guy that makes your coffee every morning. They don't need to have a protracted discussion to get to know the inner workings of someone they've seen enough of to make an initial assessment of their inclination to flirt with that person. I'm surrounded by attractive women in my building, which incidentally is about 5:1 female to male if not better. I can think of at least three women I'd just as soon never talk to because I've heard enough of their conversations in the breakroom/at the security checkpoints/armory/whatever to know I have no interest in dating them, so there's no reason to flirt with them either.
And of course, I'm trying to give you a thought-out answer and engage in a dialogue which may assist in answering something that was important enough for you to question, and in return you become argumentative and call me arrogant. So...

Yeah you are arrogant if you’re convinced that some people have nothing to offer based on your limited observations in the workplace where pretty much no one acts like themselves
Dude I never talk to people at work about anything other than work
I act the same way at work as I do at home I'm not going to adopt a different persona at work. I have quite a few friends from work over the years. They all act the same as well, male and female. If you're putting on some greatly different persona at work, maybe that's the answer we were looking for.
You are also not the standard when it comes to people at work only talking about work or otherwise. Most people aren't talking about work in the break room or the coffee place down the block or at wherever people met up for lunch.
"Male friends"... Let's start with this issue.
