Should I move on?

There’s an introverted guy. He stares at me, says hi, smiles at me. I introduce myself and we had a brief talk. Then, I saw him at bookstore and I went to him. We had a brief talk. In all of these conversations he was serious and calm. Regularly I see him at school. While passing each other, we smile at each other and say hi but he doesn’t take initiative to talk. Should I comment this ss he isn’t interested in me?

Sometimes we guys are at a loss about how to proceed.
I would not say that he's generally not interested. Offer him a starting point to talk or to act? And see how he responds to it.

Give him more space that will make him this will encourage him more to get closer to you.

Maybe the in person stuff makes him shy. See how he acts in social media or through texting. Maybe he will open up more! Good luck!!
