I would say "playing games" are words or actions intended to mislead or obfuscate your honest feelings and intentions towards the other person.

This could be to have the other person pursue you by feigning disinterest because that's a fantasy you enjoy, or it could be out of fear of being perceived as too eager. Alternatively it may also be done by someone who wants to make the other person believe they like them more than they really do to lead them on in hopes of engaging sexual acts but not fully committing to the other person, while giving them false hope that such intentions are really there.
