Why does he stare at my lips?

He will stare at my lips when he’s talking. When he started talking to me he looked my face up and down quickly and then slowly looked from my eyes to my mouth and just started at my lips for a few seconds while talking. I know I don’t have anything on my mouth, why does he do this?
