You wouldn’t know he’s looking and locking eyes with you if you weren’t doing it back which means you’re still engaging. You don’t know WHAT these exchanges mean to him and for all you know he’s simply wondering why he keeps catching you look at him. It could be sheer curiosity and not some flirtatious thing at all and you wouldn’t know a drop about his character to determine otherwise unless he explicitly stated, which he never will.
