Do women more so flatter other women rather then genuinely compliment them?

Like if a group of women sees a pretty girl walk past and rather than just say “She’s pretty.” They say “Oh my God. She should be a on runway.” “She’s gorgeous.” Then it sounds like flattery compared to simply calling her a pretty girl. It seems more simple and authentic.

Women tend to express themselves with exaggeration is what it is I think. So pretty isn't quite good enough nor is beautiful. Has to be stunning or better.
