Are Women shy to compliment men?

Is a woman generally shy to compliment a man directly on his good looks, even if she finds him really attractive? Do women keep it for themselfs or will they actually tell the men sometimes or most of the times or not?

Actually, I'm not shy. If he asks me for my opinion on his appearance, then I'll give him either a compliment or a suggestion on his appearance or if I don't want to hurt his feelings especially I don't feel close to him even though we've known each other for a long time then if he expects a compliment from me then I'll just give it to him like "yes, it's good" or "it suits you" or just nodding because I don't really care or I just give him more or less suggestions for his appearance. But if he doesn't ask for my opinion, then I'll keep quiet and not care about him.
