If you are young and he doesn't do it with any of the other women, he is probably low-key telling you he fancies you without actually saying it, he's already cheating on his wife in his heart whether he says it or not and would probably deny it if you confronted him and try to turn it around on you, saying you are looking too much into it - if you are smiling or giggling out of politeness, you should stop. If he does it with all of the women that don't tell him off then he is probably just being cute.

The most important thing to consider is if it's just you and he doesn't act the same way with all of the women. I mean he could be the clown of his household and like to be cute to his wife, daughters, nieces, their friends... Those guys are alright, humourous, adorable...

As a guy, if you were one of say, a dozen women at work and I was doing that only with you, it would be because I'm trying to let you know I like you and if I was married and fantasising about you I would go out of my way to not say anything inappropriate because if anyone found out and my wife found out, my marriage would be over because of some stupid fantasy about a pretty girl at work.

And of course, there have been those girls, that are usually shy where I will do things to make them blush or giggle, trying to bring them out of themselves in a friendly way.

Being friendly like saying hello, asking how you are, general chit chat. But being flirty can mean him looking at you longer than normal, having that twinkle in his eye, asking personal questions. Things like that

Flirty is if he is doing it only to you, keeps eyeing you up and down, follows you around, blushes a lot... Like I said before though, you could be the super-shy girl at work and he is trying to bring you out of yourself - if there was a shy boy at work he may act the same way.
