Is chatting in a flirty way (regardless of who is doing the flirting) considered "cheating"?

I don't think so, as long as there's no intent to follow up on any of it. I used to talk to a married woman online about 25 years ago and we openly discussed sexual things but, she was very loyal to her hubby, even though he didn't treat her well and I had no intention of taking her away from him. It was all done in fun. We met in person 3 or 4 times over the years, just to grab a meal together and finally see each other in person and, a couple times, she brought one of her cousins with her, after we left the restaurant, we'd hug and she'd slap a kiss on me. The last time was probably 15 years ago. We'd call each other up (I think it was just she'd call me, she wouldn't give me her number for fear hubby would answer) and we'd talk on the phone for a while. One time, she got mom and the two of them got on quite nicely and became friends.
Last I heard from her was about 5 years ago. She had a heart attack and died shortly after that.
Anyway, as long as there's no actual intent behind it, I wouldn't count it as cheating. That'd be taking it to next step or two, actually meeting and getting it on with each other.
I used to work with this tall black girl and, we were quite friendly and, at one point, I jokingly made references to her being my girlfriend and she knew I was just joking and I never took it any farther and she was already seeing someone. I had no strong feelings for her and we were just doing a goof. I started calling her my chocolate bunny just to be silly and maybe make others a bit sick. The following Easter, she gave me a gift, a real chocolate Easter bunny!

I think that for the most part, cheating is in the eye of the beholder. So let's ask people who have been cheated on if they consider this particular variant to be actual cheating.
